Eventually it will force itself to do so. WebSettings > About phone > Software information > Build number, tap 7 times on it to turn on Developer mode. Go back to Settings. Developer options are now below About phone. Tap, make sure it's toggled on, scroll down to Auto update system. Toggle it off then toggle off Developer options.
